I know it can be hard to break from the Warhammer mode of thinking, but with no supply lines there's no penalty for separating to fight on multiple fronts. You don't need to keep your armies completely consolidated. Sure, it can be fun to make doomstacks of Urban Cohorts and Praetorian cavalry in the late game when money is no issue, but the sweet spot for cost vs performance is always Hastati/Early Legionary Cohorts and Equites/Roman Cavalry. There's no reason why you should have armies made up entirely of top-tier units. Idk what turn you're on, but you should be able to afford multiple armies fairly early on.
